The party was founded on 27 May 2005 and held its first congress on 4 July 2005, during which the statutes and officials of the party were approved. The
party chairman is Mr. Asim Mollazade.
The party won one seat (out of 125) in the 2005 legislative elections.

Article 12 of the party statutes says:
Article 12. Symbols of the Party
12.1. The Party shall have its symbols (emblem, anthem, banner, pennon, and other symbols). The symbols of the Party shall be registered with the state in the order established in legislation.
The flag of DRP, as shown on a photography from the party website, is modelled on the flag of the European Union, with a floating Azerbaijani national flag added inside the ring of yellow stars and the white writings DEMOKRATİK İSLAHATLAR above the stars and DEMOCRATIC REFORMS below the stars.
